This is a flashing plastic bracelet, designed to be used on or near Independence Day (July 04) in the United States.
It features red, white, and blue stars, three shiny "beads" between each star, and has a super-bright red LED inside of each red star.
SIZE
Put the Patriotic Flashing Bracelet on your wrist as you would put on any other bracelet; as soon as you connect both ends of the 'clasp' together, the red stars will begin blinking.
Removing the bracelet will automatically neutralise it.
To change the batteries in your Patriotic Flashing Bracelet, unscrew the two halves of the grey thing, smuggle the piece with the large hole in it onto the barge carrying fireworks for the big 4th of July fireworks show, drop it into the launching tube for the large silver salute firework, and discreetly disembark from the barge (being absolutely, positively, 100% certain that nobody saw you)...O WAIT!!! YOU'LL NEED THAT!!! So just set it aside instead!!!
Tip the three used LR41 button cells from the part of the grey thing that the bracelet is attached to, and dump them into the garbage can (or the battery recycling box if your community has a battery reclamation program in place.
Do not use your foot to push them under the Lazy-Boy where the cat might find & eat them, do not attempt to flush them down the loo, and for God sakes please do not throw them over the side of a dock where they might hit a flounder on the way down to the sea bottom.
Insert three new LR41 button cells into the grey thing, orienting them so that their button-ends (-) negatives all go in first, screw that part with the hole in it firmly back in place, and be done with it.
Aren't you glad you didn't sneak onto a pyrotechnics barge and drop that other grey piece into a rather largew firework launching tube now?

The Patriotic Flashing Bracelet is reasonably durable - at least to the point where it won't just fall apart or go out during normal use. This product is intended specifically to be used on your wrist, not abused or manhandled like a regular flashlight. So I won't try to slam it against a steel rod, smack it against the concrete floor of a patio, or flush it down the can. I did throw it to the floor a few times, and did not damage it in any way I can detect.
